before election day in a razor-thin race between president bush and john kerry. three years after 9/11, it served as a reminder of the terrorist threat and strategists in both parties believed helped president bush. more recently the term october surprise has come to mean a seismic event in the fall of an election year. though most have centered around foreign policy, others have been about the economy, like in 2008. when the economy imploded, john mccain's advisors say his campaign collapsed along with it and never recovered. historians say in order for an october surprise to have a real 11th hour impact, it has to feed into a narrative that already exists, whether it's carter's ineffectiveness or questions about mccain's credentials on the economy. >> it's not so much that suddenly eureka, this is so surprising, so amazing, but rather, people nod yes, this is where we thought things were going. >> reporter: it's possible we may have already seen this election year's october surprise. maybe it was how the candidates reacted to tragedy in libya and the broader unrest in the mideast

and john kerry fought it out every day about the war. in 2008 we were at war, and barack obama and john mccain fought it out every day in that war. this week when the financial crisis was absolutely on fire, at that debate, they were talking about the wars. this year, president obama does bring it up, he does bring it up at most of his stump speeches, how he explains what he has done and planning on doing talking about the two wars. he doesn't have to say much more because he's speaking to an empty room. the romney campaign has no identifiable position on afghanistan. they have been unwilling and unable to hold up that side of debate and so regardless of what it means for the candidates as a country we are deprived of a national discussion about a war we are in. 70,000 american families having skin in the game right now. we have -- that's part of the reason i'm looking forward to the debates. some ways sort of a post-policy campaign. and you can't do that in a debate, at least unless the debate is really bad. >> this is -- this is billed as a domestic policy debate, but -- and there are so

what he's going to do, john. reagan came into the debate with a caricature, an out-of- touch old geezer with 1930s values and views, cowboy, not very knowledgeable, and he knocked that dead by his appearance and the way he handled himself. romney comes in and is similarly caricatured partly because of his own mistakes and partly because of what democrats said about him, partly because of the merciless attacks from the media on him. so he's got to be a fighter, someone who's competent, tough and takes the measure of barack obama and says look, we can't take four more years of this and here's where we're going. if he comes in there tough and competent and destroys that caricature, i think he can still wake up this country, and i think there's still a chance he can turn it around. he's got to win it, though, john. >> obama's campaign staff is telling everybody it sees how good romney is at debating. >> well, each of the campaigns sent out a memo basically saying how good the other guy is and stressing all of their guy's flaws. ironically, they are right. both of talented debaters. obama ha

problem when i came in as governor of the state of wisconsin, john. we were in debt and i came in and with democrats in control of both houses of the legislature, cut taxes 91 times. we reformed spending in the legislature and the state. we were able to create 742,000 jobs. the biggest increase in jobs ever in the history of our state. we turned the state around. i can to the same thing at the federal level. what do we have to do? we have to put in a balanced budget amendment around then we've got to request that every federal agency comes in with a 5% reduction from what they got the previous year and give the secretaries the opportunity to be able to get rid of programs that don't work. nobody in washington ever gets rid of anything. but if you would give the secretaries who run the departments the opportunity to cut back 5% and get rid of programs, you will see the federal government, just like the state did, run more efficiently and better. >> representative baldwin? >> thank you. let me talk about what i would cut in order to grapple with our deficit and our debt. i'd end

, president bush was leading democratic challenger john kerry by 11 percentage points just fryer to the first presidential debate. right after the debate, which just about everybody thought that kerry had won, president bush was leading by only two points. and you know, it really didn't change a whole lot until the end of the campaign. president bush won by three points. jenna: very interesting. we see senator kerry on the screen. a lot of things we talk about, larry, is turnout when it comes to this election and how important turnout really is going to be. do debates affect turnout? >> absolutely because the turnout battle is really a battle of enthusiasm in the two party bases and, you know the romney people have been pretty frank. paul ryan was very frank over the weekend in saying the ticket has had a tough couple weeks. when you have a tough couple weeks you're enthusiasm level can decline. a good performance in a presidential debate can gin party enthusiasm. that may happen on wednesday for either side. we'll have to see what transpires in the debate. jenna: we always have to wait to ac

preparations for the big debate and cnbc's own john harwood joins us live with the details. good evening, john. >> good evening, larry. two hours from that debate we've gotten a reminder in the last 24 hours with a slew of polls of how high the stakes are in this debate. we forget sometimes because we talk about how mitt romney is down in the race but he's still got a chance. only down 3 points nationally in the journal/nbc poll. in key swing points he's pulling even in florida, down 1, closer in virginia, down 2, he's still down by 8 percentage points in our poll in the state of ohio, which is a problem for this reason. look at the map of swing states. if you look at the ones where mitt romney is running within 4 points of president obama, places like florida, virginia, iowa, missouri where he's ahead, north carolina where he's even or ahead, you add all those to the solid states for mitt montana and the leaning states for mitt romney, he's still only at 263 electorate votes. he needs to bring ohio or other swe swing state, nevada, new hampshire. he's got an unparallel opportunity tonight to
